Ratioed: several fixes to functionality #1586

The original PR to the Ratioed plugin was pretty half-assed, just enough to see the numbers. This fixes up many of the things broken from the "fork" of the Active class:

Help link is restored (I just forgot to check this in last time)
When a user has no reactions, it fills in zeros instead of leaving a blank space
Sorting by columns is fixed
Remove create/block/delete actions, all of which are (per the help text!) inappropriate things to do with this plugin
