Moved Install-Mode check to class `App`

Replaced all maintenance and install checks with $a->mode checks

[BUGFIX] DB: Remove host DNS_PTR check 
DNS_PTR checks fail on some domains and result in the return value `false`, even if the domain is valid and reachable.
