- Add static connection for whole tests

Dynamic config loading 
- Move settings, defaults and dbstructure to directory 'static'
- Dynamic loading of config files (after the static loading)
- Filter out '-sample.config.php' and '-sample.ini.php' files
- Remove unnecessary ConfigFileManager
- Move ConfigFileLoader to Utils
- Add tests for multi-loading for INI, config and sample-filtering

Config FollowUp 
- New Configuration (Config is now only holding the instance)
- New PConfiguration (PConfig is now only holding the instance)

- Config & PConfig-Adapter don't need "ConfigCache" anymore

- DB-Connection is now outside App->reload() for better dependency-chaining

- `MultiUseConsole` is now a testable console
- `ConsoleTest` is a abstract TestClass for console tests
- `ConfigConsoleTest` tests the config console commands
