Installing theme vier from the admin panel does not work. It does work,

when file theme_settings.tpl is moved from view/theme/vier/templates
to view/templates.

However, this is not good, because it will cause problems when an admin wants to install
another theme than vier.

Can sb. help to fix this in a correct, fine way?
