Current users of the curweather widget will need to reconfigure their settings after this is merged

Note, the exception handling still needs testing, sofar whenever I refreshed the data the server replied correctly.

This addresses issue 1394.

With this pull request the current weather widget switches to openweathermap.org for data provider, thus reenabling nun-US locations for the weather report. Weather data can now be cached to lower the amount of API calls. **Current users of the curweather widget will need to reconfigure their settings after this is merged** Note, the exception handling still needs testing, sofar whenever I refreshed the data the server replied correctly.
