Move HTTPS exception for YouTube and Vimeo to OEmbed::fetchUrl

- Both Youtube and Vimeo output OEmbed endpoint URL with HTTP but their OEmbed endpoint is only accessible by HTTPS ¯\_(ツ)_/¯
