Config FollowUp 
- New Configuration (Config is now only holding the instance)
- New PConfiguration (PConfig is now only holding the instance)

- Config & PConfig-Adapter don't need "ConfigCache" anymore

- DB-Connection is now outside App->reload() for better dependency-chaining

Hypolite Petovan 458981f75c Replace x() by isset(), !empty() or defaults() 
- Remove extraneous parentheses around empty() calls
- Remove duplicate calls to intval(), count() or strlen() after empty()
- Replace ternary operators outputting binary value with empty() return value
- Rewrite defaults() without x()

- checkPHP() is now finding the PHP binary too

- `MultiUseConsole` is now a testable console
- `ConsoleTest` is a abstract TestClass for console tests
- `ConfigConsoleTest` tests the config console commands
